Bainbridge Road work faces two-month start delay

Although the city has been working toward an April 2010 start date for the Bainbridge Road reconstruction project, the job was bid Monday with a start day of July.

"We were disappointed that it even was sold with a July start date," Public Works Director James S. Stanek said. "But we don't control this. It's not our project."

Jamal Husani, chief transportation engineer for the Cuyahoga County Engineer's Office, said Monday that his office has in the plan a start date of July 6, 2010, and a completion date of Aug. 4, 2012.

Mr. Husani said he is aware that the city is working with the utilities to expedite work, "but we don't have anything in writing from the utility," he said. Mr. Husani said the information his office has from the utilities is that First Energy Corp., CEI's parent, is to be done with its work April 1, but AT&T and other utilities need six to eight weeks after that to be done.

CEI is preparing a plan which would accelerate work in an effort to keep both projects, the Bainbridge Road and Pettibone Road reconstruction, scheduled as planned.

CEI has estimated a completion date of April 1, 2010, for phase one of the Bainbridge Road project and phase three of the Pettibone Road project.

"The whole purpose of us trying to move the Illuminating Co. forward is to get back on track for April," Mr. Stanek said. "We expect the county to be issuing an addendum before the advertised period is over."

"We can do addendums," Mr. Husani said, "but because this is a stimulus funded project, the Federal Highway Administration would have to approve any addendum."

Mr. Husani said that bids will be open for the project on Dec. 2 and it will take another three to four weeks to award the contract.

The City of Solon is receiving approximately $14 million in stimulus money for the Bainbridge Road project, which involves removing and replacing the entire road from SOM Center Road (Route 91) to the east corporation line. As part of the work on the over two-mile stretch, integral bicycle lanes and sidewalks will be installed. In addition, there will be the removal and replacement of the existing storm-sewer system and a few of the city's sanitary sewers that are beyond their useful life.
