Pettibone Road inspection to cost $1 million

Inspection of the construction of the Pettibone Road improvements in Solon will cost more than $1 million over the duration of the project, according to city officials.
Kenmore Construction, of Akron, was awarded the contract by City Council with a low bid of nearly $12.7 million.
Monitoring of the project will amount to 8.4 percent of the construction costs, Solon Public Works Director James S. Stanek said.
He recommended to council's public works committee that the city's current construction services contractor, Quality Control Inspection, of Bedford, be retained for an estimated just over $1 million.
City officials projected completion of the Pettibone Road improvements in about two years from start-up. Plans had called for the project to begin in October.
Complaints by residents led council in September to question the performance of Kenmore during the Aurora East improvement project and the contractor as the most responsive bidder for the Pettibone Road project.
Council ultimately reversed the decision and granted the Pettibone Road contract to Kenmore, because accepted a higher bid risked the loss of a $2 million federal grant through the Ohio Department of Transportation.
Services needed as part of the Pettibone Road project directed by ODOT were beyond the terms of the present contract with Quality Control, requiring another contract, Mr. Stanek said. "Some of the services required by this project not covered under our original contract are the construction project engineer and document control coordinator," he said.
"QCI has demonstrated their ability to manage this project, not only with the work they have done for us so far but also with other projects they have managed."
The cost of the new contract with Quality Control represents a savings to the city equal to 8.4 percent of construction, Mr. Stanek said. The general range is 10 percent to 15 percent, according to state officials.
"We have factored into our estimate three internal audits," Quality Control President Richard Capone said, "which include review of field records and records of the city assigned staff project manager."
A table of cost estimates provided by Quality Control listed $190,800 for a construction project engineer, $341,600 for a contract administrator, $70,560 for documentation and $466,920 for a resident project representative.
"As the city moves ahead with the construction of Pettibone Road," Mr. Stanek said, "the engineering department is planning to use our construction services contractor, QCI, to be the city's project representative on a daily basis."
