Solon, Orange reach jail use agreement

A two-year contract with the Village of Orange to utilize the Solon jail has been finalized.
City Council's safety and public properties committee approved last week preparing legislation authorizing Mayor Susan A. Drucker to enter into the agreement with the Village of Orange for use of the jail. That legislation will be before City Council at its meeting July 18.
Police Chief Christopher P. Viland told the committee that the contract with Orange is similar to other jail service contracts that the city is currently involved in, including with Woodmere and Shaker Heights.
In addition to Orange, which will pay the city $75 per day per prisoner as full compensation per the agreement, Solon is also actively working with at least two other villages in the area, Mr. Viland said, with regard to attempting to garner more long-term business.
"We have been actively pursuing making our jail as cost effective as possible by offsetting as many of our costs as we can," Mr. Viland said. "We are seeking to provide services for outside agencies."
Orange was the first to initiate interest in utilizing the Solon jail earlier this year, when Mr. Viland took over the position of chief.
The service contract provided to Orange was acceptable to their law department as well as to Solon's, Mr. Viland noted.
In other updates on the jail, Mr. Viland told the committee that he is expecting another van load of about eight, long-term prisoners from the county.
"At this point, everything remains good for the jail," he said.
According to William Weber, revenues for this year have already exceeded the total revenue for the entire year in 2010. The expenditures for this year should also come in less than previous years due to a reduction in personnel, Mr. Weber said.
As of June 30, 2011, the jail receipts were $112,600, and the expenditures were $349,470, Mr. Weber said.
Last year, revenue for the jail was less than half of what it was the previous year. In 2010, revenues were $103,251, Mr. Weber said, and expenditures were $827,701.
In 2009, expenditures were $963,000 and the city received $246,000 in revenue. In 2008, total expenditures for the jail were approximately $929,000 and the city received about $307,000 in revenue, Mr. Weber said. Money to run the jail comes mostly from the general fund and the city income tax, which is the main source of revenue for the general fund, Mr. Weber said.
Mr. Viland included running the jail at its current level in his department's 2011 overall budget of about $7.7 million.
