Finance director to bring full-time role back to city

PEPPER PIKE – Beginning Nov. 1, Steven Presley, finance director/tax administrator for Bay Village, will take over the reins in the same position for the city, Mayor Richard M. Bain said Monday.
“The appointment represents an important organizational step for Pepper Pike,” Mr. Bain said of operating under the handicap of not having a full-time finance director for many months.
Mr. Presley’s annual salary will be $105,000 plus benefits.
Beachwood Finance Director David Phaff has been helping out the last few months after former city Finance Director Loren Sengstock, who was hired in early 2011, took family medical leave earlier this year and has not returned.
“I thank David Phaff for his outstanding contribution in providing leadership for our finance department and working with department heads during these past months,” Mr. Bain said, adding it would have been a far more difficult task without the help of Katy Zippert and Sheila O’Connor, who stepped up during Mr. Sengstock’s absence and later assisted Mr. Phaff. “To them go special thanks.”
The city also will benefit from having someone working full time essentially as a chief operating officer “to assist me in managing the city and its departments,” he said.
Mr. Presley of Westlake has served Bay Village since 1993 and before that was assistant finance director for Lakewood. He was fiscal officer for Westshore Council of Governments since 1998, graduated from the Cleveland State Levin College Leadership Academy in 2004 and was elected as a board member and serves as secretary for the Regional Income Tax Agency. In 2001, he was appointed to the Westlake Civil Service Commission and serves as chairman.
A certified public accountant, he graduated from John Carroll University with a bachelor’s in business administration with majors in accounting and finance and a minor in economics.
