Bids sought for resurfacing of Liberty, Richmond roads

Solon’s engineering department received authorization recently to bid Liberty and Richmond road resurfacing projects.
The Liberty Road resurfacing, which will be from Bainbridge Road to the city’s north corporation limit at Ben-tleyville, is being bid as part of the city’s annual asphalt program for this year. City engineer John J. Busch expected it to be more cost effective if the city bid the two projects together.
The Liberty project will entail resurfacing the road, with the engineer’s estimate at $500,000, which will be paid by the city. The work is expected to be done during the day over the summer, with traffic maintained in both directions in a traffic zone, Mr. Busch said.
The city’s corporation line stops before Solon Road, just north of Land-ings Drive. Bentleyville has resurfaced its portion of road, so there is a clear indication of the corporation line location.
Solon has been working with Bedford Heights on the joint Richmond Road resurfacing project, as well as with the Ohio Department of Transpor-tation, which is funding a portion of the project through its urban paving program.
Bedford Heights has finalized the design of the project, with Solon as the “lead agency,” or contracting party responsible for the construction and inspection of the project, Mr. Busch said.
The project limits are from Aurora Road north into Bedford Heights. ODOT has given its authorization to bid the project, as has city council.
ODOT’s estimate for the project cost is $490,000. The state agency is funding 85 percent of the cost up to a maximum of about $416,000. The balance will be split between the two communities and will be based on a percentage of road area, Mr. Busch explained. The split most likely will be approximately 55 percent for Solon and 45 percent for Bedford Heights.
Like Liberty Road, Richmond Road’s surface is beyond its useful life, according to the city.
Traffic will be maintained during the work this summer, Mr. Busch said. The city will take bids for potential night work on the project due to the amount of traffic the road experiences during the day, specifically from Cannon Road north into Bedford Heights.
